This book deals with a specific case brought before the International Court of Justice (ICJ) at the Hague, which decided against its admissibility and did not consider the merit of the reasons on which it was based. The case regards atomic armament and in particular tests with explosives in regions that were under the trusteeship of the United Nations. It is a good illustration of the challenge that the question of disarmament represents for humankind and of its threat to international peace and security, as well as of the weakness of the arrangements on reduction and control of arsenals and on the non-proliferation of nuclear weapons. It also demonstrates that not always the decisions of the highest international court of justice are in accordance with the expectations and the loftiest aspirations of the community of nations.
