This section summarizes the plan of action for the second phase (2010–2014) of the World Programme for Human Rights Education. It highlights key actions to be undertaken to integrate human rights education effectively in the higher education system and in the training of civil servants, law enforcement officials and the military. The plan of action was adopted by the United Nations Human Rights Council on 30 September 2010.
